My parents knew an older couple who always drove like this. It turned out they had an old, narrow garage, and they had to pull in tight to one side to be able to open the doors wide enough to get out the other side. So, this being the U.S., they pulled in tight to the right side, and each got in and out on the left side, he in the front, she in the back!
I think they did, but they were elderly and just entered the garage directly from the house, so that’s where and how they got into the car. Who knows, maybe she liked to kick his seat from back there!

They never thought of having the passenger get in or out just after the car leaves or just before it enters the garage?

Hello this is dog…
That’s the safest part of a car. In the event of a crash, the driver always protects his side first.

It’s really not safe for the dog to be there, what if you crashed? A person would at least have a seat belt.
