Looks like a crayon box to me.
Possibly a crayon box ‘shopped into cigs. You can tell from the yellow insert — crayon boxes have those, cigarette packs (as I remember anway) don’t.
Probably not a shop at all. Easier just to stuff a bunch of smokes in a crayon box and take a picture. Voilà, Failblog fameness!
