Why assume it was the parent(s) taking the photo? Every kid has his own cellphone nowadays, it was probably the bully.

2:take out a cam (or phone since they all have cams) and tell him how youre gonna take a pic and post it on the internet
3:proceed to do so.
4:point and laugh some more before walking away.

Actually, I figured he was trying to climb the fence, slipped and his shorts got caught. Largely because it happened that way to my little brother.
That was my initial thought, too, that he got caught trying to climb over.
That child is red only in the face-screaming, not sunburned. Also, the kind is three or four.. my little brother has the same underwear and they don’t make it in a size past “2 year.” Poor little kid is in so much pain..
